A referee at both the state and national levels. Craggs, the son of fellow Hall of Famer Whitey Craggs, was a USSFA national referee for 23 years. He had begun refereeing senior games in Washington state in 1962 at the age of 33 and later refereed for one season in the North American Soccer League. He served as treasurer and referee coordinator for the Washington State Soccer Referees Association from 1962 to 1978.
