A leading Rochester soccer official from the 1940s to the 1960s.
Fowler was president of the Northwestern New York state association for 10 years. In 1946, as his playing days were winding down, he began his career on the administrative side of the sport by becoming treasurer of the Northwestern Inter-City League and secretary of the Northwestern New York state association. He moved up the ladder within both of those organizations and eventually became president of both of them, serving as president of the state association from 1951 to 1961. He was the husband of fellow Hall of Famer Margaret Fowler.
